New Study On Census Indicates Democrats Have Been Gaming The System

A brand-new Policy Brief from the Center for Renewing America, published on August 7, 2025, argues that the U.S. Census Bureau’s use of differential privacy in the 2020 Census undermines the accuracy of the population count and distorts political representation, ultimately defrauding American voters.
“Differential privacy” is a method (an algorithm) that intentionally alters data supposedly to protect individual privacy. Only a few key bureaucrats know how it works. Many believe it was the primary cause of significant errors in the 2020 Census. For example, it cites an undercount of over 560,000 people in Texas alone, costing Republicans at least one congressional seat. Now, multiply that type of error by all 50 states.
The new policy study suggests the current rules and procedures prevent accurate identification of noncitizens, leading to their inclusion in apportionment counts for congressional seats and Electoral College votes, which it claims dilutes the political power of American citizens.
Including noncitizens in the population count, the brief asserts that the Census Bureau distorts the apportionment process, favoring states with higher noncitizen populations and skewing political representation toward progressive interests. It references a 2015 Congressional Research Service report estimating that excluding noncitizens from the 2010 Census would have shifted seven congressional seats among 11 states.
Additionally, the new study recommends that Commerce Secretary Howard Lutnick overhaul the Census Bureau’s methodology for the 2030 Census. It emphasizes eliminating differential privacy and reinstating a citizenship question on the census form to ensure accurate representation of citizens.
At the heart of the issue is the injustice of disenfranchising citizens due to illegal immigrants. If the concept of citizen, and its privileges, has no meaning, neither does the idea of nation. Should a person who may be here temporarily cancel out the vote of someone who has been here for a lifetime?
But there are Constitutional questions because it calls for the counting of persons.
Coming on the same day as the aforementioned policy study, The Daily Caller also reports that: “President Donald Trump has directed the U.S. Department of Commerce to immediately begin work on updating the 2020 U.S. Census. This move could significantly alter the U.S. political landscape ahead of the 2026 midterms, potentially harming Democrat-held congressional seats.
In a move most people knew was coming, Trump wants a new census based on actual U.S. citizens and not inflated by illegal immigration in this country. Still, for this to have any impact before the 2026 midterms, several things would have to go the Republicans’ way.”
Some of this, no doubt, strikes the reader as a bit wonkish, but it is this kind of mastery of the system that has allowed Democrats to dominate and maintain power. Between gerrymandering and census manipulation, you wind up with distortions like you see in Massachusetts.
We picked this as an example because Massachusetts is an unusually liberal state. Yet 36% of the vote went for Republicans, but they did not win one seat, and Democrats occupy all nine Congressional seats.
In Nevada, Democrats won about 48% of the vote, which would suggest roughly a split in their Congressional delegation. Instead, Democrats walked away with three out of four seats.
In a Congress so closely divided, Republicans have to pay attention to these warped procedures and level the playing field.
If Republicans can’t rectify both the census and congressional district drawing, Republicans could win more and more votes and get fewer and fewer Congressional seats.
Thankfully, Trump and some organizations, such as The Center For Renewing America, have awakened Republicans from their stupor.
Democrats, who perfected these distortions, are guaranteed to yell bloody murder when these distortions are rectified.
The political implications could be massive, especially in the House of Representatives.
